Washington, D.C., began as a planned national capital, but its maps tell a story of both design and gradual growth. After Congress authorized a federal district on the Potomac in 1790, Pierre Charles L’Enfant’s 1791 plan set broad diagonal avenues across a street grid, linking prominent sites reserved for public buildings and open spaces. The plan gave the capital its distinctive geometry long before development filled many of its streets and squares.

Maps of a planned city require careful reading: a street drawn on paper may represent an intended route rather than a finished roadway. Plans emphasized the arrangement of the Capitol, the president’s house, avenues, and public grounds, while surveys and later city maps could document property divisions and expanding neighborhoods. The district’s outline also changed. Its original boundaries included land on both sides of the Potomac; in 1846, Congress approved returning the Virginia portion, leaving the federal district on the Maryland side.

Comparing maps across periods can help distinguish the original city plan from the larger district and its later urban growth. Look for where diagonal avenues interrupt the grid, how Georgetown relates to the planned capital, and whether shorelines match those familiar today. Reclaimed land along the Potomac helped create parts of the monumental landscape that now seem inseparable from Washington.
