Fresno grew around a Central Pacific Railroad station established in 1872, making transportation central to the city's early geography. The surrounding San Joaquin Valley was already home to Yokuts peoples, whose communities long predated the railroad. In 1874, the Fresno County seat moved from Millerton to Fresno, reinforcing the new town's importance. Irrigation and commercial agriculture, especially grape growing and raisin production, subsequently tied its growth to the farmland around it.

That combination of railroad development and irrigated agriculture shaped what mapmakers needed to record. City plans could emphasize streets, blocks, subdivisions, and railway property, while county and landownership maps often focused on property boundaries, rural roads, and waterways.
